The movie is told in a slightly absurd storybook fashion, with costumes and locations having no determinant time period, although the use of one or two cell phones ruins this illusion a bit.
It's the story of two orphaned brothers who learn to survive by being con men. The older Bloom brother Stephen (Ruffalo), is the mastermind, the younger Bloom Brother, Bloom (never explained)(Brody) is the accomplished actor whose sincerity can charm the birds from the trees.
The quirk factor comes from their accomplice, Bang Bang (Rinko Kikuchi) a silent, stylized, stealth, Barbie bomb expert, with a perfect Geisha mouth.
The "mark"/love interest, Penelope (Rachel Weisz) rounds out the cast as a sheltered heiress with random expertise, such as juggling chain saws and making pinhole cameras from watermelons.
Some of the actual heists and cons don't make a lot of sense, but the over all effect is entertaining enough.
